Mukja Meeting and Italy’s surrender
PKSH/FNC and Balli Kombetar declared that in principle both accepted cooperation with each other, but disagreed on the modalities of this cooperation. Leaders of PKSH demanded that Balli Kombetar to be included as an organization within FNC, while Balli, who did not recognize Peza Conference, require a dual collaboration between this organization and PKSh. In Labinot Conference (July 1943), a commission made of Ymer
Dishnica, Mustafa Gjinishi, Abas Kupi and Myslim Peza was assigned by FNC to invite Balli Kombetar to a meeting. During July, contacts between organizations intensified. Representatives of the PKSH/FNC and Balli Kombetar met first in Tapiza (26 July 1943) and later in Mukje (1-3 August 1943). The meeting reached an agreement to unite the forces to fight against the invaders; in addition, important decisions were taken regarding the future of Albania, including recognition of Ethnic Albania.
In July 1943, Allies commandos’ troops arrived in Sicily. A day before the FNC and Balli Kombetar representatives met in Tapiza in Italy, Benito Mussolini was overthrown in a coup d’état. General Badoglio, who came to the head of the Italian government, was preparing an armistice with the Allies of the United Nations. Italy's capitulation was a matter of time and it was announced on September 8, 1943
