The program of bunkerisation (1975 – 1983)
In 1971 the 12th Plenum of the Central Committee of PPSH headed by Enver Hoxha, started with the program of bunkerisation of Albania, which
remained operational from 1975 to 1983. In this period were planned to be built 221.143 bunkers, but were built "only" 173.371.
More or less, one every 11 residents. During the period of construction, which lasted for 8 years, with an average of over 21.000 bunkers built in a year, hundreds of soldiers and civils died due to accidents at work. They are among those victims of communism who are completely still forgotten today
